非常事態宣言（ひじょうじたいせんげん）とは、自然災害、感染症（伝染病・疫病）のパンデミック、原子力事故などの災害や、戦争、テロ、内乱、騒乱など、健康・生命・財産・環境などに危険が差し迫っている有事（緊急事態）に際し、国家・地域の政府（地方公共団体を含む）などが、法令などに基づいて特殊な権限を発動するために、或いは、広く一般・公衆に注意を促すために、そのような事態を布告・宣言することである。
A declaration of a state of emergency is a declaration made by a national or regional government (including local public agencies) in order to take special legal action based on laws and regulations or to broadly call public attention when there happen emergency situations posing a grave danger to public welfare, life, properties, environment etc.; a natural disaster; the pandemic of an infectious disease (contagious disease or epidemic); a nuclear disaster; a warfare, a terrorist attack, a civil war or a riot.
